Comments on the instrument:
The Law is fairly comprehensive as compared to the Model Law. Disappointingly, some important rights of human rights defenders are not explicitly included (such as the rights to privacy, freedom of movement and freedom from reprisals), while some catch-all provisions provide a basis for broad interpretation: article 2 establishes that the purpose of the Law is to recognise, promote and protect the rights of human rights defenders contained in ‘international instruments’; article 3.1 indicates that the law should be interpreted in an expansive manner.
