This month, we analyse the achievements and shortcomings of the Human Rights Council's 49th session. We mobilise States via our campaign calling to vote #RussiaOutOfHRC. We celebrate the establishment of an accountability mechanism for Nicaragua. HRC49: CIVIL SOCIETY PRESENTS KEY TAKEAWAYS FROM HUMAN RIGHTS COUNCIL 

Eleven organisations share reflections on the key outcomes of the 49th session of the UN Human Rights Council, as well as the missed opportunities to address key issues and situations. 

HRC49 | FRANCE MUST END IMPUNITY FOR POLICE VIOLENCE AGAINST PEOPLE OF AFRICAN DESCENT 

Comité Vérité et Justice pour Adama and ISHR highlighted the systemic racism in the French justice system and urged France to end impunity for police violence.

HRC49 | END DISCRIMINATION OF AFRICANS AND OTHER RACIALISED GROUPS AT EU BORDERS

ISHR, jointly with the European Network against Racism and over 60 organisations called the Council’s attention to the human rights situation of Africans and other racialised groups following reports of discrimination and violence at EU borders.

HRC49 | COLOMBIA MUST GUARANTEE THE AFRO-COLOMBIAN POPULATION'S RIGHT TO BE STATISTICALLY VISIBLE

ILEX Accion Juridica and ISHR delivered a joint statement calling upon the Colombian government to guarantee the Afro-Colombian population’s right to be statistically visible in official information sources.

HRC49 | VOICES FOR ACTION AGAINST RACISM

ISHR and Global Black called on States to expose and oppose laws that curtail the ability to address racism; and encouraged countries to embrace history and data as evidence of a true commitment to build societies that are more just and equitable.

HRC49 | END HUMAN RIGHTS VIOLATIONS AGAINST DEFENDERS IN SAUDI ARABIA

ISHR, ALQST for Human Rights and the Gulf Centre for Human Rights urged the Council to establish a monitoring and reporting mechanism on the human rights situation in Saudi Arabia.

HRC49 | CONTINUING HUMAN RIGHTS CRISIS IN VENEZUELA DEMANDS CONTINUED SUPPORT FROM UN

Past and ongoing human rights violations in Venezuela were back on the Council’s agenda this session, with States detailing levels of impunity and continuing abuses that far outweigh the small signs of progress made.

CAMPAIGN WIN: ESTABLISHMENT OF AN ACCOUNTABILITY MECHANISM FOR NICARAGUA

We did it!!! Following the mobilisation of NGO coalition 'Colectivo 46/2', the Human Rights Council adopted on 31 March 2022 during its 49th session, by 20 votes in favour, a resolution that establishes for one year a “Group of Experts on Human Rights” with a mandate to investigate and seek accountability for serious human rights violations in Nicaragua. The mechanism the Council adopted is one of the strongest in existence: it will make it possible to identify those responsible for the violations committed in Nicaragua and to preserve evidence for future justice processes. It sends a clear message to all States that non-cooperation with the universal system, and disregard for serious human rights violations, will not be tolerated. 

OPINION: DECOLONISING HUMAN RIGHTS DISCOURSE

Decolonising human rights requires that the work, struggles and realities of Global South, feminist and queer human rights defenders and activists be fully recognised and reflected in human rights discourse and priorities.

RESOURCE: STRENGTHENING HUMAN RIGHTS, TRANSLATING MULTILATERAL COMMITMENTS INTO ACTION

While human rights commitments advance more equal societies and provide hope to marginalised populations, failure to implement them can erode trust in democratic institutions and open societies. This new report analyses the approaches of member States and offers recommendations through a complementary toolkit to guide them in strengthening their implementation of human rights commitments.

LGBTI RIGHTS: UN SPECIAL PROCEDURES HAVE INCREASED THEIR ENGAGEMENT WITH SOGIESC 

An updated series of factsheets by ILGA World and ISHR show that throughout 2021 the UN Special Procedures have given more attention to LGBTI communities and continued raising concerns regarding human rights related to sexual orientation, gender identity, gender expression and sex characteristics (SOGIESC).

STATES MUST VOTE #RUSSIA OUT OF HRC. JOIN THE CAMPAIGN!

Russia is committing massive human rights violations in Ukraine. It cannot, under these conditions, remain a member of the UN Human Rights Council. ISHR and its partners call on the UN General Assembly to suspend Russia's membership to the UNHRC.

WHY THE GENERAL ASSEMBLY MUST ACT TO SUSPEND RUSSIA'S RIGHTS OF MEMBERSHIP NOW

The UN General Assembly has a responsibility to act to suspend Russia's rights of membership of the Human Rights Council, both to uphold the Council's institutional integrity and to avoid entrenching impunity for gross and systematic human rights violations.

ELECT TO STAND UP FOR CIVIL SOCIETY! 

To achieve its promise of a peaceful and fair world, the UN needs to bring diverse and expert voices to the table. Yet, all too often human rights organisations are being denied entry to UN debates. On 13 April there's the chance to change the gatekeepers. Elections to the UN Committee on NGOs provide that opportunity. Get involved!
